A short lived variant of the Captain America costume.
At one point Steve Rogers, the original Capt America, left his title and shield behind and took up the costume and mantle of "The Captain". This was during a period of disillusionment in the US Government that ended up being very brief. After Steve Rogers returned to being Capt America, the costume and shield of The Captain was taken and used by a government sponsored hero called US Agent and assigned him to the West Coast Avengers. Yes I know entirely too much about this s***.
